CUPE 5791, representing employees at the University of Regina, is pleased to announce the signing of a new four-year collective agreement.
The agreement delivers meaningful wage increases, enhanced benefits, and improvements to working conditions that reflect the valuable contributions CUPE 5791 members make to the University community every day.
Highlights of the new agreement include:
- General wage increases of:
- 3% in 2026
- 2.75% in 2027
- 2.75% in 2028
- 3% in 2029
- An additional 2% incremental increase in each year of the agreement for the majority of members, resulting in significant overall wage growth.
- Increased funding for the Flexible Spending Account.
- Expanded paramedical coverage for licensed psychologists and social workers.
- Improvements to the agreement’s Temporary Higher Paid Duties (THPD) language.
- The addition of a carryover float day, providing employees with greater flexibility in managing time off.
- An increase in personal leave from two days to three days annually.
For most members, the combined monetary improvements – including general wage increases and incremental progression increases – will result in approximately 17.5% growth in wages over the life of the agreement.

The agreement applies to approximately 740 CUPE 5791-00 non-research members working in a wide range of administrative, technical, professional, and support roles.
